ABR Consultancy is an ICT consultancy company that is created by Axel Breens in March 2018.

Axel is a Senior ICT Programme and Project Manager with 30+ years of experience leading large-scale, multimillion-euro technology and business transformation initiatives for national and international enterprises. He has a Proven track record managing CAPEX programmes from €100K to €7M+, delivering measurable cost savings (including a 12M€ TCO reduction and a 33M€ 5-year CAPEX savings target), and leading cross-functional, multicultural teams of 10–15 professionals across Europe, India, and the US.

He is certified in Agile (SAFe 6 Agilist) and Scrum (CSM, CSPO), with deep expertise spanning both waterfall and agile delivery, PMO governance, business development, and people management. Recognized for aligning IT strategy with commercial objectives and consistently exceeding revenue and service-booking targets.

He is Currently combining a senior programme management role at Telenet with independent business analysis and operations consultancy through ABR Consultancy.

TELENET - Artemis programme

Serve as End-to-End Delivery Lead for the Artemis programme (€7M+ CAPEX), delivering 45+ products and capabilities for Telenet's B2B business unit on the new Origin ICT platform, spanning a 3+ year roadmap across 4 major Telenet releases.

Part of an 8-FTE governance team steering the programme.

TELENET - Popeye Programme

Managed the transition of 85+ Digital and Data resources and 35+ legacy BSS / OSS applications of several incumbents partners to two main strategic partners Infosys (for Development and Support) and Cognizant (for Testing). The programme also included the management of the University track, the Employee Value Proposition track, Communications to Key Stakeholders and setup of the Contract Governance. This programme aims to save 33+ mio€ CAPEX over 5 years. Reporting to the CTO and occasionally to the SLT of Telenet.

TELENET - Dependencies on Commercial Whole Sale ('Doc WHS') programme

BUILD part - Make sure that the historical dependencies of the BASE legacy environment (Ericsson components BSCS / BCS / CVAS, Epiphany...) on the remaining BASE Retail environment are cleared and that a 'Chinese Wall' on the new inventories (Ninas / Dinoman) was implemented. Automation of the SIM Ordering process (towards and from Gemalto / Idemia). Migration of about 7 million IMSI's and MSISDN's to the new inventories. Java development on an Oracle WebLogic environment.

DECOMMISSIONING part - Realizing synergies for about 70 (mostly) BASE legacy CSS, BSS and OSS applications that are not needed anymore during and after the migration of Base Pre Paid, Post Paid and B2B customers to the new integrated Telenet / BASE IT stack (‘Origin’). This programme saved 12 mio€ in TCO for the IT Transformation and Integration BU. Total CAPEX investment of 1.85 mio€.

NETAPP - Professional Services Manager

Directed Professional Services teams within BeNeLux and the Nordics. Managed 10 - 15 internal staff and external consultants in design creation, configuration, data migration, testing, and system-wide audits. Evaluated operations for Professional Services team and drove annual strategic planning through gathering and analyzing feedback from staff, clients, and colleagues.

Led project planning, task assignments, conflict resolution, and divisional forecasting to ensure pipeline needs were being met. Recruited, hired, supervised, and coordinated training for staff, as well as managed salary negotiations and shadowing opportunities. Oversaw creation and maintenance of documentation for enterprise customers. Oversaw complex NetApp installations. Monitored Work-at-Risk processes and employee performance, as well as ensured PS backlog was controlled.
